Hi,

I had the same problem before to change my windows in korean langage (just langage, not version!). So change it in korean, and after you will can to log and play, i'm french and i don't think turkish,french or other ip adress are blocked.

So europan ip are not blocked... i think =/
The problem is your xp is not in korean langage. There is a video which explains how to do.

the game is not crowded

the error message says nexon server check going on.
just try logging in again and it will work.
